Description
The Thematic Workshops on IHL address critical challenges of International Humanitarian Law in current conflict situations. The two-day workshops complement the Core Professional Trainings on Humanitarian Law and Policy. Participants in the Thematic Workshops are expected to have completed the Core Professional Training in Humanitarian Law and Policy (or an equivalent multi-day training).
The September 2013 Thematic Workshop on Monitoring, Reporting, and Fact-finding will be offered by PHAP and it will follow directly a three-day standard Core Professional Training on Humanitarian Law and Policy in the same location.

The Thematic Workshop on Monitoring, Reporting, and Fact-finding is designed to enhance the capacity of humanitarian professionals to engage with international law in their efforts to enhance civilian protection during armed conflict. It will address the relevant legal frameworks, mechanisms and methodologies that may be used to address violations in situations of conflict.

The Workshop will look at the underlying objectives of monitoring and enforcement activities, paying particular attention to the legal, policy and operational challenges.

The Workshop will employ a range of pedagogical methods, including lectures, discussions, case studies and simulation exercises.

Core issues to be addressed:

The various mechanisms and methodologies available for monitoring, reporting and fact-finding, and the way these may affect respect for the law
The interplay among international humanitarian law, human rights law and criminal law in the arena of monitoring and enforcement activities
The significance of mandates in determining the role played by monitoring and enforcement activities in programming
The potential effects of monitoring and reporting activities on core concerns like humanitarian access and security
Opportunities and risks of cooperation with international courts and tribunals

Please note that participation to the Thematic Workshops requires prior participation to a standard Core Professional Training on Humanitarian Law and Policy (or an equivalent multi-day training).

Please also note that, starting in the 2011 calendar year, all participants to Advanced Professional Trainings must be members in good standing of PHAP. (See Member Benefits and Dues.) There is no need, however, to apply separately for PHAP membership and for the trainings. Non-members may apply for trainings directly, and their applications will simultaneously be entered into the review process for PHAP membership.
